This is a specialist training course leading to a Level 7 CMI Certificate in Management and Leadership. Upon completion of this week-long course and subsequent written tasks, the successful candidate will be awarded a Level 7 CMI certificate in Management & Leadership showing the CMI units achieved. In addition, the successful candidate will receive a transcript from the International Centre for Parliamentary Studies certifying the specialisation in Strategic Energy Planning.

Strategic planning in the energy sector promotes better coordination at local and national levels, relieves capacity constraints around the planning and implementation of programmes, and allows for proper acknowledgement of the future challenges of reduced energy security. Establishing effective mechanisms to monitor and evaluate progress towards unambiguous and agreed goals is vital for securing the necessary resources to promote development and good governance in the energy sector. Coherent strategic plans are therefore integral to the successful coordination of financing systems, donor assistance, and international and national programmes to improve energy supply, security and diversity.

Clear and focused sector planning encourages investment in states, whether through official development assistance, foreign direct investment, or other forms of financing. By uniting several management aspects, such as planning public policies, elaboration of the budget, setting priorities and organisational planning, in a single framework, Strategic Planning provides a clear image of the policies, commitments and measures that will be promoted, thus incentivising donors to invest and securing financial resources for well organised and important projects.

The security and supply of energy has been a key issue for any state, and has become a highly sought after and contested resource. As oil reserves have lowered and become more costly to extract, and as climate change has advanced, concerns about the usage and availability have increased. Energy is central to modern society, and thus development and poverty reduction efforts. None of the Millennium Development Goals can be met without major improvement in the quality and quantity of energy services in developing countries. The diverse challenges concerning energy require the clarity, coherence, continuity and commitment in policies, plans and programmes that result from strategic planning.

Designed by the International Centre for Parliamentary Studies, this programme provides an in-depth examination of the key planning, organisational and security issues necessary for producing and implementing effective strategies in the energy sector. Upon completing the week, participants will be equipped to tackle the ongoing nature of strategic planning and the process of self-examination, the confrontation of difficult choices and the establishment of priorities it encompasses. This programme challenges participants to situate energy planning within a wider context and consider the links between energy planning and areas such as national security, climate change and development strategies. Through discussions with some of the leading thinkers and professionals from the energy sector, participants will gain an insight into issues of securing and planning energy systems and the knowledge to plan, organise and develop energy sectors towards a broad and secure base.
